Abstract:
Forestry and wood industry meet difficulties in countries like Switzerland and France. Several action have been undertaken in order to overcome them. We argue in this article that the failure of those policies is mainly due to a lack of understanding of the functionning of territorial production systems. Mobilizing the concept of innovative milieux, we present the result of a survey led in the swiss Jura region and put into evidence many barriers to cooperation between regional actors. The multiplicity of small firms, administrative bodies, professional associations, etc. and the absence of any discussion site is an explanation of the weakness of innovation dynamics in that region.
