Abstract:
Agri-environmental measures are a starting point for the (external) integration of environmental concerns into agricultural policy. They also contribute to the (internal) integration of environmental policies on a compartmental basis. But these processes of integration and the effectiveness of the measures relative to their agricultural and environmental objectives are compromised by a lack of clarity as to the interests pursued and by their extension to purposes which only indirectly relate to the environment, or at least are not very consistent with earlier policies for environmental protection.
