Abstract:
The use of a partly novel approach emphasizes the sharp contrast in policy efficacy according to the type of objective targeted. Policy is relatively efficacious in economic terms but is much less so for the environment and for rural and regional planning. Lastly, by improving a markedly one-sided information flow, the assessment played a non-negligible part in repositioning certain agencies.
