La coherence de l'agriculture europeenne

Abstract: The notable profusion of agricultural surpluses in the EEC is attributed to incorrect price relationship that was fixed at the beginning of the CAP. This has led to an incoherent development of the European agricultural sector (separation between crop and livestock farming, excessive intensification in production, etc.) and the artificial creation of surpluses. Given the international and agricultural constraints that the EEC is faced with, a system of special cereal quotas is proposed, in order to accelerate the restoration of correct price relationship. By discriminating between two types of outlets and two types of prices for cereals in the Community, this system would enable equilibrium between European production and demand to be reached rapidly whilst maintaining agricultural income. It would also exercise a wide-spread influence on the intensity of utilization of arable land. Various other measures such as free geographical mobility of agricultural quotas, and above all of milk quotas, are necessary in order to enable the European agriculture to return to a situation of maximum coherence.
