Abstract: The country planning history during the last forty years can be divided in four phases. After a first period almost exclusively devoted to farming modernization, the finalizing of the main instruments for the rural development reaches its peak around the year 1970. The third period is, in the crisis context, one of budget scarcity. The last period, during the eighties, can be distinguished by the adjustments needed after the decentralization laws. Some progress has been made, but one is still waiting for the great project able to transform in depth the rural world.
