Abstract: An Italian national act on the settlement of rural tenancy in whole Italy, dating from 1971, led to a spectacular and unexpected development of dairy ewe activity in Sardinia. Institutionalism allows to interprète this case as a rule selection, made operational by local social groups, in order to solve a conflict between shepherds and landlords, that was limiting regional development.
