Abstract: This paper was produced by and for the Working Group on Foreign Trade of the AIECE, the Association of European Conjuncture Institutes (in French: Association d'Instituts Européens de Conjoncture Économique), founded in 1957. The Association now groups 40 members, representing 20 countries and four international organizations (EU, OECD, IMF and ECE). This report processed the results of the Working Group on Foreign Trade meeting of end March 1999. It is based on the contributions by many institutes. Thus the analysis is not necessarily fully in line with the reporting institute's one.
