Surplus Agricultural Population

Abstract: Dr. P. Stares, Professor of Agricultural Policy in the University of Latvia and Director of the Latvijas Lauksaimniecibas Kamera, Jelgavii, Latvia, reviews the various aspects of the practical problem. Latvia, which farms the background of his paper, furnishes an interesting example of a country where the problem of a deficiency of agricultural labour exists in three provinces and of a surplus in the fourth province.
