Issues and Direction of the Agricultural Assistance Projects for North Korea

Abstract: The biggest challenge North Korea currently faces is to develop its agriculture to mitigate persistent food shortages. South Korea has increased its agricultural assistance toward the North since North Korea initiated its agricultural development program in 1999. Between 1995 and 2004, the South Korean government and NGOs' assistance to North Korea totaled $1,161 million, which is 35% of the international community's total assistance to North Korea. The agricultural development projects conducted in North Korea by the international community have resulted in positive outcomes. International development projects for North Korea follow a very systematic process of planning, implementation, problem recognition, and post evaluation. In response to North Korea's request for changing the direction of assistance from humanitarian assistance to development-oriented, it is needed to strengthen our assistance system.
