Abstract: The aim of the study is to determine institutional and systemic barriers of the development of catering and accommodation enterprises operating in selected rural communes in Lublin Province. The research by the use of computer-assisted interview CAWI was conducted in April and May 2013. The condition for the implementation of multifunctional development of rural areas is to eliminate the barriers stemming from the institutional and systemic environment. Especially important role lies with the public authority which, in the opinion of entrepreneurs should focus their efforts on changing the tax system, stability and simplifying the law, as well as improving the functioning of public administration.
