The Emission Trading and Integration of the Voluntary Approach in Europe

Abstract:
For the direction which reduced the global warming gases, the quantitative reduction goal was decided in Kyoto Protocol. Three kinds of economic instrument by Kyoto mechanisms such as emission trade, joint implementation, clean development mechanism were introduced as policy means which could realize the reduction goal. However, the developing country opposes the Kyoto mechanism, and the negotiation has rough going. In the meantime, the movements which integrate the voluntary approaches to the legal system in the field of environmental policy began to come out in Europe recently. This paper surveys present state of Voluntary Approaches in Europe and relation countries, and analyzes the relation with emission trading of the Kyoto mechanism.
