Abstract: Co-operation in research is a complex question which would seem to depend to a large extent on a number of necessary and sufficient conditions for success. In this note an attempt is made to define some of these conditions and then reflect on a few possibilities for co-operation between institutions, in particular between government departments and universities. First, however, it is necessary to provide a brief discussion of research objectives.
