Abstract:
In Mexico, the municipal governments have acquired the character of government with full rights and own competition since the constitutional reforms of 1999. In the same reforms period, the municipality has grown significantly in numbers of employees, management of economic resources, political influence, and incidence in older areas of the political, economic and social life. (Morales, 2008). However the reforms, in general terms, haven’t increased their institutional capacity; in such a way that in many locations in Mexico, poor municipal management has generated limited economic, political, social and environmental effects in the local municipalities development in Mexico.
