INFORME DEL COMPONENTE CONSERVACION DE USO SUSTENTABLE DE SUELO Y AGUA (COUSSA) SINALOA 2015

Abstract: The new scenario foreseen for the agricultural sector, consider the implementation of institutional programs evaluation, with the purpose that evaluation process provides feedback to the planning and operations areas, in order to achieve the efficacy and effectiveness of public resources. In this context, the collaboration between the Food and Agricultural Organization of the United Nations (FAO) and Minister of Agriculture, Livestock, Rural Development, Fisheries and Food (SAGARPA) has been renewed considering the different program operations mode. With the idea of paying to his new institutional framework, the System of Monitoring and Evaluation of Programs and Components (M and E) was started. It´s conceived as a set of instruments of public politics bound to the agricultural sector, which will strengthen Management Based of Results (GBR). The overall objective from the M and E is: generate and analyze relevant and periodical information about a grouping of proposal indicators, which allows to set the basis to establish a follow up and evaluation of the management process and results of the Component COUSSA from the Integral Rural Development Program of SAGARPA starting from 2014.
