O ASSOCIATIVISMO ENTRE OS PRODUTORES DE LEITE EM RESPOSTA A INSTRUÇÃO NORMATIVA 51: O CASO DO MUNICÍPIO DE SANTA IZABEL DO OESTE - PR

Abstract: A atividade leiteira no Sudoeste do Paraná atravessa um processo de transformação. A Instrução Normativa 51, editada pelo Ministério da agricultura no ano de 2002, é uma recente alteração no setor leiteiro, a fim de garantir a qualidade do produto. O caso do município de Santa Izabel do Oeste, localizado no Sudoeste do Paraná, é um retrato desta mudança. As associações de produtores de leite, localizadas no interior do município são uma alternativa para manter o produtor de leite na atividade, principalmente aqueles produtores com pequenas produções. A análise desta pesquisa utilizou uma abordagem do mercado leiteiro com poder de Oligopsônio, uma síntese da Instrução Normativa 51 e pontos que justificam a organização associativa. Realizou-se uma pesquisa de campo no interior do município, em forma de questionário, junto aos representantes de cada associação de produtor de leite. O questionário aplicado procurou retirar informações sobre o perfil do produtor leiteiro, a real importância das associações para os produtores na busca pelo atendimento aos requisitos da IN 51 e a especialização do produtor na atividade. Os dados observados foram organizados em tabelas para suas análises e conclusões. Ao todo foram construídas oito tabelas, agrupadas em três grupos, conforme os objetivos específicos da pesquisa sobre o perfil do produtor de leite, a importância das associações e a busca pela especialização na atividade por parte do produtor. As observações constataram que mais da metade dos produtores tem a atividade leiteira como única fonte de renda e a maior parte deles tem uma produção diária baixa. As associações tem tido uma grande importância para os produtores de leite e uma alternativa para os mesmos buscarem a especialização na atividade. The milk sector in the state of Parana has been through a process of transformation. The normative instruction 51, edited by the ministry of agriculture in 2002, is a recent change aiming at the quality of such products. The case of the municipality of Santa Izabel do Oeste, located in the southwest of Parana, is a portrait of this change. The associations of milk producers, located within the municipality are an alternative to keep the producer of milk in activity, particularly those producers with small productions. The analysis of this research has used an approach of the milk market with power of Oligopsony, a summary of the Normative Instruction 51 and points justifying the associative organization. It was conducted a field research, in the form of a questionnaire, along with representatives of each association of producers of milk. The questionnaire applied intended to obtain information on the profile of the milk producer, the real importance of such associations for producers in seeking the fulfillment of the requirements of the NI 51 and the specialization of the producer in such activity. The observed data were organized in tables for their analyses and conclusions. Overall eight tables were built, grouped into three groups, according to the specific objectives of the research on the profile of the producer of milk, the importance of associations and the search for specialization in the activity by the producer. The observations found that more than half of the milk producers have the activity as the only source of income and most of them have a daily low production. The associations have had great importance for producers of milk and an alternative for them to seek specialization in the activity.
