Abstract:
Local decisionmakers will find this budget analysis useful in evaluating the need for small community wastewater collection, conveyance, and treatment facilities. Capital and operating costs are projected for a hypothetical community of about 2,000 people (breakeven rates for this community for residential hookups equaled $9.24 per month). Supporting data for the local budgeting and decision process were gathered from recently built facilities in the Ozarks and non-Ozarks regions of Oklahoma and Missouri. Blank forms to help estimate demand, capital costs, and annual profit or loss are presented. Federal and State funding and regulations are discussed.
