Abstract:
The Food Stamp Act of 1977 mandated significant changes in the Food Stamp Program. The legislation imposed stricter eligibility standards and other changes designed to reduce the eligible population, while encouraging participation by the most needy by eliminating the purchase requirement, This report describes the impact of the program revisions on participation, food expenditures of recipients, and program costs.
