Abstract: This study, which was undertaken at the request of the chairman of the Senate Committee on Agriculture and Forestry, endeavors to analyze yield and other data in order to indicate the stocks or reserve levels which will be necessary to offset specified yield variations for three of the main storable crops — corn, cotton, and wheat — and to state the several leading policy questions which need to be considered by farmers, the Congress, and public officials in arriving at a final determination as to what stocks or reserve levels seem most desirable or feasible, including the determination of the conditions under which such stocks might be carried and released.
