In-Kind Benefits Help Reduce Poverty

Abstract: When determining the number of poor, government statisticians look only at cash income, not at other benefits received as goods and services, such as food stamps, public housing, and medical care. What if they did? Would they find that poverty has been eliminated and is no longer a problem? Recent evidence suggests some people would continue to need assistance and poverty would still be a problem.
