Can Farm Policy Help Small Farmers?

Abstract: Small farmers are a diverse group, ranging from part-time hobbyists with good off-farm Jobs to full-time operators. For small farmers who earn insufficient income, general rural development policies, not necessarily farm policies might be the best method to help them.
