Abstract:
The six tactics described here seem to promise a high return on the State's investment in its rural economy. The common element that they share is to recognize the limits of government, especially State government, in markets that often transcend national boundaries, the importance of small firms in rural economies, and special situations where the marketplace is least efficient.
