Abstract:
The Post-Tsunami Sustainable Livelihoods Programme (PTSLP), implemented in coastal Tamil Nadu, India, from 2007 to 2020, aimed to build resilient and self-reliant communities following the 2004 tsunami. The programme focused on inclusive financial services, enterprise development, market access, and support for women through self-help and fish-vending groups. An impact assessment covering 2,741 households found that PTSLP increased household assets, raised fish-vending women’s incomes by 43 per cent and boosted fish sales among fisher households by 36 per cent. Improvements were primarily driven by better access to finance and markets rather than higher productivity. The programme also strengthened women’s economic empowerment and contributed to food security. While impacts on resilience to climate shocks were limited, the positive livelihood and empowerment outcomes remained visible more than a decade after implementation.
