Abstract:
The Strengthening Local Development in the Highlands and High Rainforest Areas Project (PSSA), implemented in Peru between 2013 and 2019 with IFAD and government funding, aimed to reduce rural poverty by supporting producer associations in developing and implementing business plans. The project provided technical assistance, training, and grants to strengthen participant's human, social, financial and productive capacities. This impact assessment, based on data from 3,100 households, found that PSSA significantly increased livestock production, input use, income, financial inclusion, and asset ownership among participating households. While no significant effects were observed on crop production, participants experienced higher cash and total incomes, partly through greater participation in wage employment. Positive spillover effects also benefited nearby communities through improved employment opportunities and access to financial services.
