Nichols No 349674, USDA Miscellaneous from United States Department of Agriculture Abstract: Excerpts from the report Introduction: This is an account of the introduction and spread of hybrid corn in Italy. It is a story of a technical and economic assistance program and the problems and issues that were encountered in its implementation. Finally, and perhaps most importantly, it is a story of the successful cooperation of two friendly countries in pooling funds, personnel, and material to carry out a technical cooperation project. The episode warrants the telling because it brings to the foreground many questions common to technical and economic assistance work: (1) What is the role of the foreign technician or administrator in a technical and economic assistance program? (2) how does one proceed to introduce a new technology into a foreign culture? (3) how Important is the initial approach in the technical assistance process? (4) is the use of a subsidy an effective incentive in securing change? (5) how important is private enterprise in technical assistance work? and (6) does the success and rate of cultural change depend upon the type of new element being added to the culture?
