What is undue price enhancement?

Abstract: Intensifying criticism of farmer cooperative antitrust "exemptions" has prompted the Secretary of Agriculture to more actively enforce the Capper-Volstead Act Section 2 undue price enhancement proscription. A price standard is obviously required for enforcement. This paper seeks to define the price standard intended by the framers of the Act.
