Issues in the evaluation of european labor flows

Abstract:
Post-war Europe has witnessed extensive flows of manpower across national border for temporary periods of employment. The evolution of labor flows is reviewed and the salient aspects of the causes and consequences of temporary alien labor are explored. It is concluded that current policies and attitudes permit short-term mutual advantages to such labor flows while imposing long-term mutual disadvantages.
