Abstract: Building renovation has emerged as a central pillar of the EU’s climate and energy policy, yet implementation often prioritizes technical efficiency over social considerations. This article argues for reframing renovation as a climate‑justice intervention and highlights the need for differentiated financing, stronger intermediaries, and prioritization of energy‑poor regions.
