Abstract: The article discusses the importance of the development of cluster structures to enhance business activities. Describes the main approaches to the creation of innovative clusters whose functioning is intended to contribute to high competitiveness of Russian business. Special attention is paid to the role of the state in the implementation of cluster policy.
