Exploring a labor regulation and social protection approach for Latin America

Abstract: This paper aims to contribute to the discussion about public policy approaches aiming at ensuring basic economic and social rights to citizens in Latin America. It pleads for a strategy that privileges policies aimed at achieving full formal employment and strengthening protective labor regulations that should be articulated with other policies –mainly social policies– in order to insure universal access to basic social services of homogeneous quality and also guarantee adequate income levels for the whole population, also during unemployment and after retirement from the working life. Coordination between the two types of public interventions is analyzed.
