Problems of Stimulating Interest of Business in Carrying out R&D

Abstract: Overcoming of critical dependence of Russia on import of foreign technologies and construction in our country of innovative economy is impossible without activization of participation of business in carrying out researches and development. As foreign experience testifies, in the conditions of post-industrial society the key role in formation of the scientific and technical reserve which is base for new development and productions is played by small enterprises. The main content of the state support of small innovative business in all countries is ensuring its needs for the financial resources necessary for carrying out researches and development (R&D). The problem of improvement of system of financial support of R&D in sector of small business in Russia gains special relevance now. In the conditions of an economic crisis and decrease and so low interest of the Russian business in development of results of researches and development of small business, formation of some kind of state order for researches and development of the small innovative enterprises actually is required. Within the Round table features of use of financial instruments of stimulation of research activity in sector of small business in Russia and abroad were discussed, problems of domestic system of direct state support of R&D which are carried out by small enterprises are revealed. For overcoming of the revealed problems the package of measures, the sources of financing of R&D directed on diversification, development of instruments of their grant support, improvement of the mechanism of participation of the small innovative enterprises in implementation of orders for carrying out scientific researches for the state and municipal needs is offered
