Approaches to Creation of Professional Standards of Researchers and the Leaders of the Scientific Organizations

Abstract: This report presents the main research results about development approaches to creation of professional standards of researchers and leaders of scientific organizations. The relevance of the research is caused by necessity to harmonize the interests of the triad “employer – researcher – education system”. Also it needs to establish competences of researchers and their leaders in accordance to world practice; to form unified requirements to competences of researchers and their leaders for all forms of ownership employers. The report provides a comparative analyze of approaches to formation Unified qualification Schedule and professional standards. In this report was given basic description of these documents and also possibilities to apply them for Human resource management. Report authors identified factors which affect to the development professional activities of researchers and their influence on the ability of researchers and leaders of scientific organizations. The authors described the algorithm for the formation of functional maps professional standard (generalized labour function, labour function, labour actions, knowledge and skills). The authors give a short approaches description. They identify the advantages and disadvantages of the development approach to creation of professional standards of researchers and leaders of scientific organizations: approach is based on the life cycle of R&D project; the approach is based on the correlation of labour function and labour actions with the stages of research; the approach is based on multifunctionality of research activities. The authors have developed and presented the draft of consolidated functional maps for each approach. This report concluded the feasibility of using the third approach for the creation of professional standards of researchers and leaders of scientific organizations. The report was considered the structure of the functional map (for third approach), based on the correlation of labor functions on aspects of professional activities and positions of researchers and leaders of scientific organizations.
