Abstract: Improving the efficiency of government funding and attracting additional funding from extrabudgetary sources are actively discussed by experts in jurisprudence, economics, finance, the budget process, etc. The interest to these issues is caused by the lack of financial resources in the global unstable economic and geo- political situation. The author explores financial and legal aspects of regulating the activities of state-funded institutions in science and education.
