Civil science profile according to the data of the Federal monitoring system of effectiveness of scientific organizations

Abstract: The article presents the analysis of the effectiveness of organizations performing civil research and development, carried out on the basis of statistical data for 2016. It provides the correlation analysis of performance indicators for two groups of R&D organizations – scientific organizations and educational institutions of higher education. The analysis of performance indicators in the context of departmental affiliation and research areas is given, as well as the financing structure for R&D, the structure of internal current expenses on R&D by departments, the distribution of organizations by research areas, the effectiveness of research areas. The analysis identified a group of agencies with the largest number of small innovative enterprises, as well as the highest average income from the use of intellectual deliverables. The article presents an assessment of the scientific performance indicators achieved in the research areas, such as the number of Web of Science publications and the number of intellectual deliverables in relation to the number of researchers. The calculation of the scientific performance indicators per researcher was made, which allowed to indirectly estimate the effectiveness of the research area and to identify the research areas that are weak in terms of effectiveness and resource provision.
