The Approach to Organizing Access to Foreign Electronic Resources of Scientific and Technical Information (Based on the Monitoring of Resource Usage Statistics)

Abstract: This article analyzes the approach to organizing access to foreign electronic databases of scientifi c and technical information, which is implemented at present. General and special research methods (analysis, synthesis, deduction, induction, methods of mathematical statistics and technical legal method) were used to achieve this goal. The legal analysis of documents regulating access to foreign electronic databases of scientific and technical information, as well as the analysis of data on the needs of organizations in access to information resources and the use of individual resources, revealed a number of shortcomings in the organization of access. Thus, for example, there are four stipulated types of access to foreign electronic databases of scientifi c and technical information, but in practice the access is provided only in two modes, which seems logical in terms of observing the interests of the largest number of scientific and educational organizations. Until now, operators that provide access for Russian subjects of scientifi c and technical activity to foreign electronic databases of scientifi c and technical information are not normatively fi xed; there is no list of resources to subscribe by a particular access operator. The rules for selecting the resources, which are subscribed to for another year, as well as the rules for selecting recipient organizations, raise a number of questions. Given the fact that the subscription to foreign electronic databases of scientifi c and technical information is provided at the expense of the federal budget, the current situation requires a resolution. In this regard, the authors propose an approach to organizing access to foreign electronic resources of scientifi c and technical information, based on the analysis of regulatory legal documents and statistical information that will allow normalizing the organization of subscription to the databases.
