The Analysis of the Availability of Scientific and Technical Information to Russian Research Groups and Individual Scientists in 2017 According to Web of Science

Abstract:
Introduction. This publication is aimed at assessing the availability of scientii c and technical information to Russian research groups and individual scientists in 2017 in the context of the priorities of scientiic and technological development of the Russian Federation. For this purpose the authors analyze the topics of scientiic articles in the journals of publishers included in the state subscription. Medhods. The publication provides a comparative analysis of the methodological approaches proposed by the authors of this article and the authors (I. K. Razumova, A. Yu. Kuznetsov, O. V. Kirillov) of the article “Information Support of Russian Universities in the Main Branches of Science” published in 2017. The authors present the formulas for calculating such indicators as: 1) the availability of scientiic and technical information in the journals of publishers of the state subscription in the context of the priorities of scientiic and technological development of the Russian Federation; 2) the availability of Russian and foreign open access articles to Russian research groups and individual scientists; 3) the availability of scientiic and technical information presented in open access articles in the journals of publishers of the state subscription to Russian research groups and individual scientists in the context of the priorities of scientiic and technological development of the Russian Federation. Results. The results of the study are presented in tables and graphs, which systematize information from Web of Science about the number of scientiic articles in the journals of publishers of the state subscription for 2017 based on search queries and calculations. Conclusion. The article concludes that the topics of scientiic articles of the journals from the state subscription comply to the priorities of scientiic and technological development of the Russian Federation, as well as that the number of open access scientiic articles, including those within the state subscription, is suicient.
