Assessment of the Possibilities of Achieving the Planned Values of Gross Expenditures on Research and Development in Russia

Abstract: Introduction. Leadership in research and development and a high rate of mastery of new knowledge and creation of innovative products are key factors that determine the competitiveness of national economies and the effectiveness of national security strategies. In this regard, research on the possibilities of achieving the target values of the indicator of grossexpenditures on research and development becomes especially relevant. Methods. For research purposes, such scientific methods as analysis, synthesis, generalization, induction, comparison and formalization were used, as well as methods of comparative, statistical and economic analysis. Results and Discussion. The article analyzes the dynamics and structure of one of the most common indicators that allow us to evaluate the country’s scientific and technological development: the indicator of domestic expenditures for research and development. The transformation of goal-setting that has been carried out in relation to the development of science within the framework of strategic planning has been revealed: a shift in emphasis from the quantitative determination of established absolute values to relative values, making it possible to evaluate not only the dynamics, but also the structural changes in the observed phenomenon. The impossibility of achieving the established values of the target indicator of the development of science in the presence of existing trends in its financing is shown. Conclusion. The results of the research can be used in the interests of the Ministry of Economic Development and the Ministry of Science and Higher Education of the Russian Federation.
