World-Class Research Centers in the Personalized Medicine, Advanced Healthcare, and Health Preservation Technologies Priority Field: Monitoring 2020—2022 Performance Results

Abstract:
Introduction. In line with the Scientific and Technological Development Strategy of the Russian Federation, World-Class Research Centers (hereinafter referred to as WCRC) have been established, including those in the priority field of Personalized Medicine, Advanced Healthcare, and Health Preservation Technologies. As part of the WCRC establishment and development programs, scientific research is conducted — from groundwork to practical application of results, scientific infrastructure is developed, highly qualified personnel are trained, international cooperation is fostered, and major scientific popularization events are held. Monitoring Tools. The research process employed methods of analysis, synthesis, and a systemic approach. The main sources of information for analysis and evaluation were the annual WCRC reports, WCRC establishment and development programs, analytical data from the Russian Research Institute of Economics, Politics and Law in Science and Technology (RIEPL), as well as statistical information from open sources and official websites. Results. The WCRC's 2020-2022 performance was analyzed. A comparison of planned and actual results of scientific events (conferences and master classes), indicators on the number of: educational programs, WCRC trainees, submitted applications for RIA legal protection. The achieved WCRC performance indicators demonstrate the centers' successful activity during the analyzed period. WCRC have established a modern scientific infrastructure sufficient for drug and medical device development. Conclusion. The WCRC scientific results will contribute to ensuring technological sovereignty and import substitution in the following areas: personalized medicine, advanced healthcare, and health preservation technologies. The scientific article's materials can be useful in developing proposals for the Ministry of Education and Science of the Russian Federation regarding the implementation of the Science and Universities national project measures.
