Abstract:
The key factor of manufacture in the conditions of innovative development is the intellectual resource. And as the dominant role in its accumulation is played by scientists an estimation of their professional qualities – one of "eternal" scientometric problems – gets additional, especially applied, including commercial value. One of the basic methods of definition of level of competence of the concrete scientist still have reviewing – the expert judgement of its colleagues, recognized experts in corresponding area of scientific knowledge. However, recently in the special literature the opinion that an expert estimation of quality of scientific works basically inefficient as with probability of an order of 50 % it is defined by interests of the expert is even more often expressed. In connection with existing lacks of traditional examination of the competence of the researcher the quantitative estimation becomes the alternative approach. In the present article the complex technique of an estimation of qualification of the invited researchers, based both on available official approaches, and taking into account the turned out practice in the field is considered.
