Once Again about an Essence of Innovations

Abstract:
This article examines the essence of recent (2010 and 2011) regulatory and legislative projects on innovation development, as well as examples of international practice. This analysis shows that the underlying basis for these documents as well as for innovation policies and practices based on these documents is not innovation in its essence, but the products of scientific and technical activities, the so-called innovation resources. As a result, the innovation policy is focused not on the subjects of economic processes and conditions that motivate the need for innovation, but on the science. The article shows these documents’ inconsistency with the main methodological document of the Organization for Economic Cooperation and Development (OECD) on innovations “Oslo Manual: Guidelines for Collecting and Interpreting Innovation Data” (“Oslo Manual”) as well as their inconsistency with the foreign innovative policy and practice. Both “Oslo Manual” and above-mentioned documents are referenced in the article. The analysis reveals a necessary condition for innovative development of Russian economy. The article is, in some way, a continuation and a further development of the author's article.
