Development of the System of Criteria for Estimation of Consequences and Regulation of Processes of the Innovative Development which is Carried out within the International Cooperation

Abstract: National experience of regulation of the international innovative development, saved up at the time of the USSR, doesnʼt answer modern conditions. The offered system of criteria allows to eliminate this gap. The system of criteria is constructed taking into account examples of real development, the standard situations arising at their carrying out, «bank of possible decisions» on regulation of development, and also normative documents and any factors, capable to influence making decisions on carrying out, a course and the content of development. Estimation on the basis of the received criteria assumes joint uses of modern information technologies, economic-mathematical modeling and expert estimation.
