Abstract: In article the theory of management is considered by a sustainable development of difficult systems. Brief historical information of development of science and equipment in Russia is given. The main historical features of development of the scientific and technological complex (STC) are marked out. The major factors influencing a sustainable development of STC are defined. The main problems of management are systematized by a sustainable development of STC on the allocated factors.
