Current trends of Development of Training Personnel of Higher Qualification in Russia

Abstract: According to reforming the system of training personnel of higher qualification raises several of questions of adaptation introduced a two-tier education system and the national government standards. The current legislation governing the training personnel of higher qualification does not regulate the process of training and evaluation of competence of students and the level of competitiveness of graduates, both in the domestic and international level. Assignments scientific university degree involves individual and narrow approach to the assessment of the quality of the results of intellectual activities of graduate students.
