Abstract:
The efficient development of Russian science as well as of any national science depends on its permanent and close interaction with the world scientific community. Many Russian scientists, from the earliest times when the Russian science was just appeared, used to a practice of visiting the leading western laboratories or for many years worked there on rather a high positions, and it was quite favorable both for Russian and world science. The Soviet authorities imposed on Russian scientists the strong limitations to their being abroad in violation of well-accepted norms of the international science as well as human rights. In the post-Soviet period when Russian people acquired a freedom to go abroad, a rather significant number of talented Russian scientist made a single choice to go to Western states, and there they usually were successful in their research work. Now it is clear for Russian authorities that it is quite reasonable to establish close contacts with the Russian scientific diaspora to develop a fruitful and profitable cooperation. In recent years the scientific and organizing experience of Russian scientific diaspora was successfully used in a form of joint scientific and educating projects executed on the base of Russian scientific entities. A quite valuable continuation of such cooperation was organization in Russia of a series of large-scale scientific projects under leadership of Russian and foreign scientists, supported financially by so-called mega-grants.
