Abstract: The present article is, in a sense, an extension to the author’s paper. The article discusses the essential circumstances (factors) that define and motivate innovative development. As these factors the following characteristic indices of development are addressed: overcoming, cyclic recurrence, innovative resource, the leveraging of scientific and technological developments, the business activity. It is noted that said factors are not taken into account in present Russian regulatory and legislative practice and do not influence state policy in innovative development, in contrast to the developed countries of the world.
