Abstract:
On the basis of the experience of the leading countries and the countries which successfully overcome their technological lag in innovation development, the complex of conceptual approaches to the improvement of the state management of the innovation activity in Russian Federation is founded. On the one hand the complex allows to focus all resource capabilities, such as human, financial, material and technical resources, on the strategy of technological breakthrough. On the other hand it allows both providing equal in rights interchange of technologies with other countries and compensating Russia’s technological lag including technological borrowing.
