Development of an Approach to Identify Researchers’ Low Supply Competencies in Scientific and Technological Sphere in Russia

Abstract: The paper reports results of overview of problems of low supply researchers’ competencies detection those are in scientific and technological sphere. Current approaches to competencies detection as a function of human resources management system were analyzed. The approach based on cloud computing is proposed. Within the framework of this approach characteristics of the data collection system are described. The design of the system makes it possible to get maximally reliable information of profession-related researchers’ competencies. The key characteristics of complex researcher’ competencies model are described. Such model makes it possible to get extended data collection of competencies those are in low supply. In order to evaluate the possibility of practical realization of the proposed approach, the analysis of its use in existing state professional standards is done.
