Applying Canadian experience in regional policy strengthening

Abstract: OECD countries have focused increasingly on the effectiveness of regional development and provide a key context within which to assess Russian regional policy. The author’s analysis has shown the particular relevance of Canadian experience that reflects a large and regionally diverse economy not dissimilar to Russia, and half a century of regional programming as an important national objective, with the systematic use of evaluation of the policy and institutional framework to improve the program effectiveness. The paper summarizes results of the author’s analysis and presents key elements of Canadian experience that are relevant to Russia in the effort to improve the management of spatial development and the effectiveness of measures to achieve medium-term national goals.
