Issues and Suggestions on Improving Cross-Border E-Commerce Regulation in EAEU and Russia

Abstract: Electronic commerce now is an integral part of any modern person’s life. The article describes in detail the systems of regulation of cross-border electronic commerce in the Russian Federation and the Eurasian Economic Union. The analysis revealed shortcomings in the regulation of cross-border e-commerce in the legislative framework in the Russian Federation and the EAEU. The authors managed to consider and analyze the international treaties USMCA (Agreement of the USA, Mexico and Canada) and the CPTPP (Comprehensive and Progressive Agreement for the Trans-Pacific Partnership), the systems of regulation of cross-border e-commerce of the USA and China, as well as their experience and methods of e-commerce development. Based on the collected data, the authors provide suggestions on improving the legislative framework of both the EAEU and Russia.
