Abstract:
In the article is investigated evolution of government complex mechanism by forming and developing of national innovation system in Ukraine. Government complexity novative-innovative sphere and accordingly national innovation system is called firstly by structure complexity of the control object (subsystems of which by their nature differ from each other), secondly correspondence level of government institutional system to control object. National innovation system as control object is extremely sensitive to initial conditions of its existence, influence of internal and external factors. In term of successful government national innovation system has potential of traditional economy paradigm change into knowledge economy and increase of country competitiveness level in the world. That’s why novative-innovative policy of state should be built on account of the peculiarities. And one of the important factors here stand out directly the government system novative-innovative sphere and forming of national innovative system.
