Basis of theoretical model electronic government medicine in the aspect of public relations

Abstract:
The article is devoted to the problem of understanding in terms of electronic medical public relations. The development of the information society, the rapid globalization of communication processes in the world, the management of these entities governance processes requires not only Ukraine joining the global information community but the rapid introduction in all spheres of building new forms of relations between the state and society. Science and Practice of Public Administration focuses on development: draft laws and legal acts on informatization and automation of activities of public administration, not the process management; techniques of project management of information for the public customer, and not focused on the influence of the state and the state of development of social processes and relationships to achieve the objectives and implementation of state functions through an electronic format construction of social relations; of modern telecommunications infrastructure and its development, rather than building relationships with the community by providing electronic services; some databases, not the development of electronic public order and public management; information and analytical systems for priority sectors considering their cooperation in solving public administration, not for business governance, institutions and individuals in terms of building social relations; information systems that do not take into account the capabilities and needs of society. Innovative technologies are not carried out systematically and experimentally. The researchers ignore the role of public administration in creating electronic society. Experts examine processes in-house electronic provision of individual subjects of public administration and industrial institutions, including health. The total system of government and society, his willingness and interest, and meaningful impact on the state society is not taken into account when building relations between the state and society. The article argues that the basis of theoretical models of e-medicine is the theory: the state and adaptive management; Cybernetics of information on manufacturing processes; joining the single global information space. The emphasis is on building relationships of the state and society by product of other people (information technology). Attention is drawn to the new scientific approach. It is appropriate to consider e-medicine is not in the plane of information relations, and from the standpoint of its role in government, as a system of electronic public relations and building a new format of relations between the state and society. The model of public administration e-medicine involves determining role, place and value of items in a medical facility management, management of medical and pharmaceutical companies, accounting and management of pharmacies, insurance medicine, family medicine, medicine management administrators. Conclusions are based on an analysis conducted by scientific areas: public administration, medicine, engineering sciences. Public administration focuses on the development of e-government, e-government, e-advertising and State social relations, electronic document administrators. Medical science emphasize the problems of telemedicine, the introduction of computer networks, the use of the Internet in practice, teleconferencing. Engineering explore the improvement of software that would ensure implementation of e-government and electronic industries. Formation of the author's position is based on the experience of Australia, Austria, Belgium, Great Britain, of Denmark, Canada, USA, New Zealand, Norway, South Korea, Singapore, Croatia, and so on.
